The Ninth Circuit's ruling Monday in the energizer bunny of Second Amendment cases, Nordyke v King, seems to be, on balance, a good step in the right direction (here is the opinion).
The Court rejected any kind of balancing test involving the weighing of the individual right against any supposed government interest (geee, is it in the government's interest to take away our guns?); no, the Court says the entire focus must be on how the individual right is affected.
Also good news is the groundwork laid for a heightened standard of review, something more than the "rational basis" test under which all sorts of buffoonery is allowed. The Court held: "only regulations which substantially burden the right to keep and to bear arms trigger heightened scrutiny under the Second Amendment." The Court did not adopt any particular scrutiny standard but whatever it is, it is some kind of intermediate standard, less than "strict scrutiny" because of the "substantial burden" hurdle.
No standard was adopted because, according to the opinion, Nordykes did not allege they wished to carry guns to defend themselves. Nordykes were given leave to amend to cure this defect.
The holding emphasized that the Nordykes wanted to sell guns on government property, and that other alternatives were available for this commercial activity and that infringement of self-defense rights was not alleged.
AB 144, which would ban open carry, passed the Assembly Appropriations Committee, thanks to 12 Dems, including one who admitted the bill was unconstitutional. (As someone wrote on Facebook, "What would our Founders do?")

Upon renouncing US citizenship, Superman becomes a "prohibited person" and may no longer possess a firearm on these shores. (Several financial advisors were shocked when I told them this, after they advised clients to renounce for tax reasons; financial texts typically omit the gun stuff that rational people find important.) He may find he is no longer a Superman among other lawless Supermen and may long for the lost right to bear arms, the great equalizer of men, especially if life deals him a load of kryptonite.

California has it backwards when it comes to gun safety training. Newbie comes in wanting to buy his or her first gun, whatever they saw on the cover of the gun magazine. The “gun shop” is the most common venue for taking the simple written exam for the Handgun Safety Certificate (HSC) required in California (must be renewed every five years). Newbie is a good test taker and manages to pass the simple written exam, but due to the lack of formal training, Newbie is frustrated with shooting and quits the sport. Or worse, Newbie continues without formal training and someone gets injured.
Everyone will benefit if Newbie gets trained before walking in to the gun store (including the gun store, which will sell a lot more guns if Newbie starts out right). “Newbie” includes anyone who has not recently had formal training, as the skills are highly perishable (none of us are immune).
