Williams reports that Republicans use a document universally that affirms their candidate's eligibility and that Democrats have used the form that omits the certification language in previous elections, but nonetheless questions why the DNC certified Obama's eligibility only in Hawaii. He followed up his question by consulting a handwriting expert to compare the two documents. "My conclusion is as follows," Williams quotes the unnamed expert, "all three signers of the certification that included the constitutionally eligible clause were aware that it was not true at the time they signed it."
