She could not have done so, in fact, because no such treaty has yet been negotiated. As we noted in the item below from last November, the UN Arms Trade Treaty will be drafted between now and 2012, and even if signed would not take effect in the U.S. until it was ratified by the Senate.

Secretary of State Hillary Clinton first announced on Oct. 14 that the U.S. had changed its stance and would support negotiations of an Arms Trade Treaty to regulate international gun trafficking, a measure the Bush administration and, notably, former Permanent U.S. Representative to the United Nations John Bolton opposed for years. Two weeks ago, in another reversal of policy, the U.S. joined a nearly unanimous 153-1 U.N. vote to adopt a resolution setting out a timetable on the proposed Arms Trade Treaty, including a U.N. conference to produce a final accord in 2012.

Arms-control bureaucrats at the United Nations and dozens of allied NGOs (that's non-governmental organizations in non-bureaucratic lingo) have been busy for two decades talking and negotiating among themselves to produce an international treaty regulating the sale of small arms. A U.N. resolution adopted in October calls upon member nations to negotiate the matter and finish writing a treaty by 2012. The United States voted for the resolution, which was adopted almost unanimously.

Therefore, we can say with confidence that a natural-born citizen of the United States means those persons born whose father the United States already has an established jurisdiction over, i.e., born to father’s who are themselves citizens of the United States. A person who had been born under a double allegiance cannot be said to be a natural-born citizen of the United States because such status is not recognized (only in fiction of law). A child born to an American mother and alien father could be said to be a citizen of the United States by some affirmative act of law but never entitled to be a natural-born citizen because through laws of nature the child inherits the condition of their father.

A row between the fast food giant Burger King and one of its major franchise owners has erupted over roadside signs proclaiming "global warming is baloney". The franchisee, a Memphis-based company called the Mirabile Investment Corporation (MIC) that owns more than 40 Burger Kings across Tennessee, Arkansas and Mississippi, has described Burger King as acting "kinda like cockroaches" over the controversy. MIC says it does not believe Burger King has the authority to make it take the signs down.

Many years ago, political scientists came up with a theory that elites lead public opinion. And on some issues, they clearly do. But on some issues, they don't. Two examples of the latter phenomenon are conspicuous at a time when Barack Obama enjoys the approval of more than 60 percent of Americans and Democrats have won thumping majorities in two elections in a row. One is global warming. The other is gun control. On both issues, the elites of academe, the media and big business have been solidly on one side for years. But on both, the American public has been moving in the other direction.

WASHINGTON — Micro cars can give motorists top-notch fuel efficiency at a competitive price, but the insurance industry says they do not fare well in collisions with larger vehicles. In crash tests released Tuesday, the Insurance Institute for Highway Safety found that drivers of 2009 versions of the Smart "fortwo," Honda Fit and Toyota Yaris could face significant leg and head injuries in severe front-end crashes with larger, mid-size vehicles.

Now, new Danish scientific research shows that small animals such as snails, worms, larvae and crustaceans emit large and worrying amounts of nitrous oxide – also known as laughing gas – into the atmosphere. Nitrous oxide is a strongly destructive greenhouse gas some 300 times stronger than CO2.

Last year, an anxious, depressed 17-year-old boy was admitted to the psychiatric unit at the Royal Children's Hospital in Melbourne. He was refusing to drink water. Worried about drought related to climate change, the young man was convinced that if he drank, millions of people would die. The Australian doctors wrote the case up as the first known instance of "climate change delusion."

Czech President Vaclav Klaus took aim at climate change campaigner Al Gore on Saturday in Davos in a frontal attack on the science of global warming. "I don't think that there is any global warming," said the 67-year-old liberal, whose country holds the rotating presidency of the European Union. "I don't see the statistical data for that."
